Description: As the mandates of Current Government Counsel are about to expire, International Finance Corporation (IFC) and the Government of Malawi (GOM) now seek legal advisors to GOM for the next phase of development of the MPATAMANGA HYDROELECTRIC POWER Project through financial close of the Project (the Final Development Phase). The following sets out the scope of work and terms of reference (Terms of Reference or ToR) to appoint a new international legal adviser (New International Government Counsel) to provide comprehensive legal assistance to GOM throughout the Final Development Phase of the Project. New International Government Counsel will be required to select and subcontract a Malawian law firm (New Malawian Government Counsel), to be supervised by New International Government Counsel in relation to any Malawian law issues. New International Government Counsel will oversee the work-product of New Malawian Government Counsel and will be responsible for managing the timely and appropriate quality input from New Malawian Government Counsel.
